Establishes the Connecticut Nuclear Energy Advisory Council as an independent body within the Legislative Department to plan for nuclear energy advancement in Connecticut.

Council shall meet at least four times per year and collaborate with state and federal agencies, institutions of higher education, businesses, and nonprofit organizations on nuclear energy matters.

Council responsibilities include advising the General Assembly and Governor on nuclear energy issues, providing public information about nuclear energy and job opportunities, and supporting regional nuclear energy research partnerships.

Council composition includes chairpersons and ranking members of the energy and technology committee, representatives from nuclear power facilities, Naval Submarine Base New London, nuclear submarine manufacturers, nuclear engineering firms, and members with expertise in spent nuclear fuel storage and nuclear industry supply chains.

Initial appointments must be made within 30 days of the act's effective date, with the first council meeting scheduled within 60 days.
