Expands the definition of "project" for higher education institutions, health care institutions, qualified nonprofit organizations, and nursing homes to include programs or services in furtherance of their organizational missions, effective July 1, 2023.

Broadens the definition of "cost" for project financing to explicitly include expenses related to project operation, financing, and placing projects in operation beyond just construction and acquisition.

Modifies special capital reserve fund provisions for bonds issued to finance dormitories, student facilities, and University of Connecticut Health Center clinical services projects, while removing provisions specific to nursing home financing.

Authorizes University of Connecticut to borrow from the Connecticut Health and Educational Facilities Authority for Health Center projects and allows use of special capital reserve funds for clinical services project bonds.

Repeals sections 10a-186b, 10a-186c, 10a-194f, 10a-194g, and 10a-194i of the general statutes, effective July 1, 2023.
