Repeals and replaces Section 4-37e of the general statutes, effective July 1, 2023, to establish definitions for foundations supporting state agencies and public institutions of higher education.

Defines "foundation" as a tax-exempt organization under Internal Revenue Code Section 501(c)(3) established to receive private funds for charitable, scientific, cultural, educational, or emergency recovery purposes supporting state agencies.

Specifies that foundations are not deemed state agencies or public agencies under Connecticut law.

Defines "executive authority" to include department heads, constituent unit leaders, and chief executive officers of public institutions of higher education, including accredited state community-technical college campuses.

Establishes "coordinated emergency recovery" to mean support and improvement of state services affected by natural disasters, terrorism, catastrophic events, or other emergencies, including services from the Department of Emergency Services and Public Protection and the Office of Victim Services.
