Allows University of Connecticut chief executive officer to join cooperative purchasing plans with federal agencies, other states, constituent units, political subdivisions, and private or nonprofit organizations effective immediately.

Raises competitive bidding thresholds from $50,000 to $100,000 for University of Connecticut purchases, effective October 1, 2023; purchases of $100,000 or less require at least three competitive quotations when possible.

Increases minor purchase threshold from $10,000 to $25,000 that do not require competitive bidding, effective October 1, 2023.

Requires construction manager at-risk contracts to establish maximum guaranteed price by time of trade contractor bid approval; allows early construction work on site preparation, demolition, and building envelope components not to exceed 25% of estimated total project cost.

Establishes prequalification requirements for University of Connecticut construction contracts exceeding $1 million, requiring contractors to demonstrate financial, managerial, and technical ability; allows phased maximum guaranteed pricing for multi-phase renovation projects with occupied buildings.
