Lowers the population threshold for mandatory fair rent commission creation from 25,000 to 5,000 residents, requiring towns, cities, and boroughs meeting this threshold to adopt an ordinance establishing a commission.

Defines "seasonal basis" as housing rented for no more than 120 days per calendar year and "rental charge" to include all fees and charges imposed by landlords beyond base rent.

Authorizes fair rent commissions to conduct studies, investigations, and hearings; receive complaints about rental charges; compel witness attendance; issue subpoenas and oaths; and issue, review, amend, or terminate orders.

Extends the deadline for required municipalities to adopt a fair rent commission ordinance from July 1, 2023 to July 1, 2024, with notification to the Commissioner of Housing required within 30 days.

Permits two or more municipalities not subject to the mandatory requirement to voluntarily create a joint fair rent commission.
