Hotels, motels, and similar lodging operators are prohibited from offering hourly rates or discounts for room stays of 12 hours or less, effective October 1, 2023.

The Trafficking in Persons Council membership is expanded from 21 to 22 members, adding the Commissioner of Developmental Services as a new position, effective July 1, 2023.

Council membership includes 15 public members appointed by legislative and executive leaders to represent organizations addressing trafficking, sexual violence, domestic violence, homelessness, immigrant rights, and other related issues.

Governor appoints an adult victim of trafficking and three public members representing victims of commercial child exploitation, child sex trafficking victims, and children's advocacy centers.

Public members also include representatives from organizations focused on behavioral health, social justice, criminal defense, massage therapists, motor transport, and services for adult trafficking victims.
