Establishes the Domestic Violence Criminal Justice Response and Enhancement Advisory Council to evaluate and advise on policies, procedures, and data related to domestic violence criminal justice response, replacing the previous Family Violence Model Policy Governing Council.

Council membership expands to 19 members including legislators, law enforcement, judges, victim advocates, state attorneys, public defenders, and representatives from the Department of Correction, Office of Policy and Management, and Board of Pardons and Paroles.

Council responsibilities include reviewing and updating the model law enforcement policy on family violence, evaluating data accuracy, assessing risk assessments, monitoring firearm seizure compliance, and reviewing training for criminal justice stakeholders.

Council must submit annual reports to the judiciary and public safety committees by January 15 each year, including recommendations for statutory or policy changes and updates to the model law enforcement policy and domestic violence offender program standards.

Specifies that courts cannot award alimony from an injured spouse to a spouse convicted of murder, sexual assault, or class A or B felony family violence crimes committed against that spouse, effective October 1, 2023.
