Replaces Section 31-22r of general statutes effective July 1, 2024, maintaining existing apprentice and sponsor registration fees ($25-$50 for apprentices, $60 for sponsors per apprentice).

Requires apprenticeship sponsors registered as of July 1, 2024, to annually submit detailed program data including completion rates, current apprentice and journeyperson counts, year-over-year advancement, separations, completions, and licensed employment figures.

Mandates all submitted apprenticeship data be disaggregated by gender identity, race, and ethnicity, classified as public records accessible to all persons under state freedom of information laws.

Splits registration fee revenue with 50% deposited to the General Fund and 50% credited to a nonlapsing Labor Department appropriation for administering the apprentice training program.
