Establishes a separate, nonlapsing "obituary assistance account" within the General Fund to provide financial assistance to surviving family members of deceased veterans for obituary publication costs.

Account shall be funded through state appropriations, deposits required by law, and gifts, grants, donations, or bequests made for this purpose.

Commissioner of Veterans Affairs shall develop an application process, eligibility criteria, and administration guidelines for the assistance program within available appropriations.

Defines "veteran" according to section 27-103 of the general statutes and "family member" as a spouse, child, parent, or sibling of the deceased veteran.

Takes effect upon passage of the bill.
