Establishes a working group to reexamine the military occupational specialty task force study, review the legislative changes enacted in public act 14-131, and identify improvements for aiding veterans in securing employment.

Working group consists of 15 members including representatives from Veterans Affairs, Military Department, Labor, Education, Consumer Protection, and appointed legislative members, with appointments due within 30 days of passage.

Working group must submit a report to the joint standing committee on veterans' affairs by January 1, 2024, and terminates on that date or when the report is submitted, whichever is later.

Creates a grant program effective July 1, 2023, to reimburse veterans and apprenticeship program sponsors for licensing, certification, registration fees, and up to $1,000 in Technical Education and Career System tuition fees.

Appropriates $100,000 to the Department of Consumer Protection for the grant program in fiscal year 2024, with the Commissioner of Consumer Protection required to submit reports every six months starting January 1, 2025.
