Repeals and replaces Connecticut General Statutes Section 7-411 regarding civil service board procedures for local government, effective October 1, 2023.

Changes the timeframe for civil service boards to classify officers and employees from "within" ninety days to "not later than" ninety days after initial appointment of commissioners.

Maintains existing exemptions allowing boards to exempt from testing and competition the policy-responsible officer of any department and one deputy, private secretary, or confidential employee.

Requires all classified civil service officers and employees to be appointed or employed in accordance with established rules, except for elective officers.
