Requires the Commissioner of Energy and Environmental Protection to submit proposed revisions to the state-wide solid waste management plan and Comprehensive Materials Management Strategy to the joint standing committee on environment for approval before implementation, with a public hearing required within 15 days and committee vote within 30 days.

Allows rejected committee revisions to be filed with the General Assembly for consideration by resolution, with approval or rejection required within 30 days if in session, or within 30 days after the next regular or special session if not in session.

Permits dealers to place recycling receptacles at their businesses for collection of beverage containers rejected by reverse vending machines, effective July 1, 2023.

Requires the Commissioner to issue a request for information by October 1, 2023 on solid waste processing systems (including gasification systems) that do not involve incineration, combustion, or landfilling, with responses due by November 15, 2023 and a report with recommendations due by February 1, 2024.

Directs the Commissioner to consider environmental impacts, greenhouse gas consistency, municipal costs, processing effectiveness, conversion of existing facilities, and siting feasibility in environmental justice communities when making recommendations for waste processing systems.
