SB 01145 Summary

• Commissioner of Energy and Environmental Protection shall adopt regulations by January 1, 2025 establishing sector-specific greenhouse gas emission subtargets for commercial and industrial heating/cooling, residential heating/cooling, industrial processes, natural gas distribution, natural and working lands, and other sectors as needed to meet state-wide emissions goals.

• State must reduce greenhouse gas emissions to 45% below 2001 levels by January 1, 2030; zero emissions from electricity supply by January 1, 2040; and achieve economy-wide net zero by January 1, 2050 (with emissions at least 80% below 2001 levels).

• Sector-based subtargets must be expressed in tons of carbon dioxide equivalents and, in aggregate, cannot exceed the state-wide greenhouse gas emissions level for any given year; the commissioner may update subtargets more frequently if current targets will not meet established goals.

• Municipal utilities must submit annual reports to the joint standing committee and Department of Energy and Environmental Protection detailing their greenhouse gas emissions reduction progress toward state goals.

• Connecticut Green Bank must align clean energy and environmental infrastructure financing programs with the state's greenhouse gas emissions reduction levels.
