Requires risk-limiting audits of all state elections starting January 1, 2025, conducted between the 15th day after election and 2 business days before vote canvass, with a risk limit of no more than 5 percent.

Mandates audits of presidential elector offices, all state offices, at least one randomly selected U.S. Representative, and at least 5 percent of state senator and representative offices.

Requires registrars to create ballot manifests within 72 hours of polls closing by manually verifying ballot counts, with results submitted to the Secretary of State and forwarded to University of Connecticut for analysis.

Establishes that inconclusive audit results trigger mandatory full manual recounts, and voting tabulators with inaccuracies must be examined and recertified by the Secretary of State.

Extends post-election complaint deadlines to 7 days after audit closure for federal and state elections, and allows audit results to be used as prima facie evidence in election contests.
