Expands the state code of ethics to prohibit public officials, state employees, and their immediate families or associated businesses from entering into contracts valued at $100 or more with quasi-public agencies, in addition to existing restrictions on state contracts.

Creates four exceptions allowing contracts with the state or quasi-public agencies: employment as a state employee, Technical Education and Career System student vocational training contracts (subject to review), public institution of higher education invention/discovery commercialization collaborations, and court-appointed contracts, provided they go through an open and public bidding process.

Completely prohibits agency and quasi-public agency executive heads and their immediate families or associated businesses from contracting with their own agencies, with limited exceptions for uncompensated board members without authority over the contract.

Requires the superintendent of the Technical Education and Career System to establish an open and transparent review process for student vocational training contracts.

Makes contracts violating these provisions voidable by courts if legal action is filed within 180 days of the contract's execution; effective October 1, 2023.
