Relocates the definition of "governmental function" from section 1-200 to section 1-218, establishing that it applies to programs of public agencies administered by private entities that receive public funding, are subject to significant agency regulation, and participate in formulating binding governmental policies.

Requires all state contracts exceeding $2.5 million for governmental functions to include provisions entitling public agencies to receive copies of related records and files, which are subject to Freedom of Information Act disclosure.

Allows individuals to copy public records using hand-held scanners (including mobile phones and cameras) with public agencies limited to charging no more than $20 per scanning session.

Expands the definition of "electronic equipment" for public meetings to include any technology facilitating real-time public access, such as telephonic, video, or conferencing platforms.

Changes special meeting notice requirements from "telegram" to "electronic transmission" and clarifies procedures for emergency special meetings, including 72-hour filing deadline for minutes after emergency meetings.

All provisions take effect October 1, 2023.
