Establishes an Opioid Settlement Fund as a separate, nonlapsing fund to receive settlement proceeds from opioid-related litigation finalized on or after July 1, 2021.

Authorizes fund expenditures for substance use disorder prevention, treatment, recovery, and harm reduction programs, as well as research, data tracking, and administrative costs related to opioid abatement.

Adds new provision allowing funds to be distributed to municipal police departments to equip officers with opioid antagonists, with priority given to departments that do not currently have a supply.

Requires fund disbursements to be supplemental to, not replacing, existing federal, state, or local funding for substance use disorder abatement.

Takes effect July 1, 2023 and requires annual reporting to the legislature on fund investments and net income.
