Department of Administrative Services must issue a request for proposals by October 1, 2023, to hire a national consultant with qualitative research expertise to conduct an impartial study of state energy policy structure.

Proposals must be evaluated based on anticipated cost, timeline for completion, and bidder's experience, with a consultant selected by February 1, 2024.

Study must examine whether the 2011 creation of the Department of Energy and Environmental Protection (Public Act 11-80) accomplished its intended objectives and delivered benefits such as progress on state energy goals.

Study must also analyze the structure of energy policy-making and utility regulation in other states for comparison purposes.

Department of Administrative Services must submit study findings to the joint standing committee on energy by January 1, 2025.
