Revises the Commissioner of Administrative Services' general duties and responsibilities related to personnel policy, procurement, facilities management, and security standards for state buildings and grounds.

Changes the "Division of Information Technology Solutions" to a "Bureau of Information Technology Solutions" within the Department of Administrative Services, with a Chief Information Officer appointed to administer it.

Modifies approval thresholds for state agency information technology acquisitions: hardware or software under $20,000 is exempt from approval, and items between $20,000-$100,000 are exempt if they comply with the agency's business systems plan.

Replaces references to "telecommunication" with "technology" throughout statutes relating to infrastructure, planning, and procurement of information and telecommunication systems for state agencies.

Requires the Commissioner of Emergency Services and Public Protection, in consultation with the Chief Information Officer of the Bureau of Information Technology Solutions, to establish a public safety data network in electronic format for information exchange among public safety and criminal justice entities.
