The Commissioner of Energy and Environmental Protection shall revise the state-wide solid waste management plan on or before January 1, 2024 to incorporate findings and recommendations from a Public Utilities Regulatory Authority report (Docket No. 22-10-07).

The revised plan shall include planning and policy recommendations for contract-enabling legislation to provide stable energy value for trash-to-energy facilities.

The revised plan shall include recommendations for incentives to retain existing trash-to-energy facilities or incentivize construction of new facilities.

The revised plan shall include recommendations for a procurement plan to select a trash-to-energy facility project.
