Directs the Commissioner of Social Services to study the efficacy of Connecticut's Medicaid program (Title XIX) and Children's Health Insurance Program (Title XXI) and opportunities to streamline eligibility determinations.

Requires the commissioner to submit a report to the joint standing committee on human services no later than January 1, 2024.

Report must include the number of individuals served by state medical assistance programs, current systems ensuring eligible persons enroll and maintain eligibility, and recommendations for streamlining services and eligibility determinations.

Effective upon passage with no amendments to existing sections.
