Secretary of the Office of Policy and Management must develop a program to access, link, analyze, and share data across executive agencies, with priority given to queries measuring outcomes for state-funded programs or promoting efficient use of state resources

Redefines "executive branch agency" to include any agency with a department head (rather than only those listed in section 4-38c), and establishes definitions for data categories including "high value data," "open data," "public data," and "protected data"

Public records requests for data shared through the Connecticut Preschool through Twenty and Workforce Information Network (CP20 WIN) must be directed to the originating agency; receiving agencies must promptly refer requests and provide written notification with originating agency contact information

Establishes CP20 WIN governance structure including an executive board (comprising chief executives of participating agencies, Chief Workforce Officer, and OPM Secretary) and a data governing board responsible for cross-agency data management policies

Secretary of OPM must approve by July 1, 2023 the sale of the former Kramer Middle School at 322 Prospect Street in Windham to Eastern Connecticut State University as part of the university's capital plan
