Repeals and revises section 2-35a to clarify that the joint standing committee on government administration shall "be responsible" for continuing review of state department and agency organization and reorganization.

Repeals and revises section 4-38j to require the Secretary of the Office of Policy and Management and department heads to submit reports on reorganization progress and implementation, and any information concerning reorganization, upon request by the joint standing committee.

Allows the Secretary and department heads to appear before the committee to provide reorganization information as determined by the committee chairpersons, as an alternative to submitting written reports.

Takes effect on October 1, 2023.
