Changes the position of "regional election monitor" to "regional election advisor" and makes appointment optional for regional councils of governments instead of mandatory, effective July 1, 2023.

Requires regional election advisors to be state electors, perform duties in a nonpartisan manner, have prior field experience in elections, and be certified by the Secretary of the State; certification expires after two years and must be renewed.

Provides grants of not less than $25,000 per fiscal year to each regional council of governments that appoints a regional election advisor and enters into a memorandum of understanding with the Secretary of the State.

Establishes a task force effective immediately to study municipal election administration staffing and training needs, with representation from legislative leadership, municipalities, councils of government, registrars of voters, and the Secretary of the State; requires a report by January 1, 2024.

Modifies the regional planning incentive account to prioritize funding for regional election advisors after funding regional planning organizations and before the regional performance incentive program.
