Repeals the requirement for persons convicted of sexually violent offenses between October 1, 1988 and October 1, 1998 to register, eliminating the October 1, 1998 deadline that previously applied to that cohort.

Persons convicted of sexually violent offenses on or after October 1, 1998 must register with the Commissioner of Emergency Services and Public Protection within three days of release or prior to release if in the Commissioner of Correction's custody, and maintain registration for life.

Clarifies that persons transferred into Connecticut from other states, federal or military courts, or foreign jurisdictions who have equivalent sex offense convictions must register regardless of whether they reside in congregate care settings, effective October 1, 2023.

Registrants must notify the commissioner of any changes to name, address, electronic communication identifiers, employment status, or educational status without undue delay.

Registrants must complete and return address verification forms and submit to retaking of photographic images upon request during their registration period.
