SB 01197 - Workforce Development Summary

• Local and regional boards of education may partner with aviation and aerospace employers to develop apprenticeship training programs for high school students, including on-site job skills training and information about the CT Aero Tech School for Aviation Maintenance Technicians.

• Commissioner of Education must develop a model paraeducator training program for grades 9-12 by January 1, 2024, which schools may adopt to qualify students to work as paraeducators upon graduation.

• Department of Education must establish a preapprenticeship grant program by January 1, 2024, awarding grants of at least $1,000 per student who completes a Labor Department-registered preapprenticeship program.

• Schools must expand dual credit and dual enrollment opportunities for grades 9-12 in partnership with higher education institutions, including health care occupations, with support for curriculum development and tuition assistance.

• Technical Education and Career System executive director must convene a working group to assess feasibility and cost of developing an aerospace advanced manufacturing high school, reporting findings by January 1, 2024.
