• Authorizes the Commissioner of Administrative Services to enter into state grant commitments for 27 school building projects totaling approximately $1.2 billion in combined project costs and $876 million in state grants, with projects in districts including Bristol, Cheshire, Hartford, Norwich, and Stamford.

• Reauthorizes two previously approved projects with increased costs: Farmington High School (total grant increased from $24.9 million to $42.4 million) and Stamford Westhill High School (total grant increased from $51.6 million to $241.1 million).

• Establishes a School Building Projects Advisory Council (effective July 1, 2023) composed of five state officials and six Governor-appointed members with expertise in school building projects, architecture, engineering, school safety, building codes, and disability accessibility.
