Establishes a working group to study Connecticut's civil laws, including a comprehensive review of titles 51 and 52 of the general statutes.

Working group consists of six members appointed by legislative leaders: one each by the House speaker, Senate president pro tempore, House majority leader, Senate majority leader, House minority leader, and Senate minority leader.

Members must have expertise in interpreting the state's civil laws and shall recommend legislative changes to titles 51 and 52.

Working group must submit findings and recommendations to the joint standing committee on judiciary no later than January 1, 2024.

Working group terminates upon submission of the report or January 1, 2024, whichever is later.
