Establishes the "Mashantucket Pequot and Mohegan Fund" as a separate nonlapsing fund to receive payments from the Mashantucket Pequot Tribe and Mohegan Tribe pursuant to memoranda of understanding signed in 1993 and 1994.

Requires transfer of $139,380,000 annually from the General Fund to the Mashantucket Pequot and Mohegan Fund for fiscal year ending June 30, 2026, and each fiscal year thereafter.

Distributes grant funds to municipalities in three installments due by January 1, April 1, and June 30, with the Office of Policy and Management certifying amounts due and the Comptroller authorizing payments.

Prohibits reduction of fund transfers except upon gubernatorial emergency certification submitted to the General Assembly and approval by a two-thirds vote in both houses.

Directs that all moneys from the fund be paid to municipalities as specified in general statutes and the biennial budget approved by the General Assembly.
