Establishes a task force to study state payments in lieu of taxes to municipalities and the state spending cap, examining payment amounts during the biennium ending June 30, 2023, current payment methodology, potential full funding costs, and the spending cap's history and impact.

Task force consists of 8 members: two appointed by the House speaker, two by the Senate president pro tempore, one each by the House and Senate majority leaders, one each by the House and Senate minority leaders, and the Secretary of the Office of Policy and Management.

All initial appointments must be made within 30 days of the effective date, with the first task force meeting required within 60 days.

Task force must submit a report with findings and recommendations to the joint standing committee on appropriations and state agency budgets no later than January 1, 2024.

Task force terminates upon submission of its report or January 1, 2024, whichever is later.
