Modifies the definition of "Employer" under the Teachers' Retirement System to exclude the State Education Resource Center for members hired on or after July 1, 2022, while including the Children's Center and its successors only for members hired before July 1, 2023.

Updates the definition of "Public school" to clarify that the State Education Resource Center is excluded for members hired on or after July 1, 2022, and the Children's Center is excluded for members hired on or after July 1, 2023.

Makes retirement applications irrevocable on the date a member retires and establishes that retirement benefits accrue from the first day of the month following the month in which the application is filed.

Removes teachers' retirement system as a retirement option for the executive director position and limits the executive director to choosing between the state employees retirement system or the alternate retirement program for higher education employees, effective July 1, 2023.

All provisions take effect on July 1, 2023.
