Commissioner of Education shall study special education service provision in Connecticut and determine the cost for the state to fully reimburse local and regional boards of education for total excess costs of special education.

Commissioner must submit a report to the joint standing committee on appropriations and state agency budgets by October 1, 2023 with the results of the study.

The act becomes effective upon passage and creates a new section in state statute.

Appropriations Committee gave the bill a joint favorable recommendation.
