Establishes a new category of "independent expenditure political committee" that may only make independent expenditures and contributions to other independent expenditure political committees, with coordination among such committees permitted.

Allows persons to make unlimited independent expenditures with detailed reporting requirements within 24 hours, including identification of top 5 covered transfer sources during the 12-month period preceding elections or referenda.

Permits independent expenditure political committees to accept contributions from any source without limits, and allows business entities and organizations to establish such committees separate from their regular political committees.

Extends independent expenditure reporting and disclaimer requirements to include referendum questions proposing constitutional conventions, constitutional amendments, or constitutional revisions.

Modifies the State Elections Enforcement Commission complaint dismissal timeline to one year for complaints received after July 1, 2023, and changes the requirement to repay surplus Citizens' Election Fund grant funds from 90 days to the time prescribed for surplus distribution under election law.
