Requires emergency medical service organizations to submit quarterly data to the commissioner including call volume, call reasons, service levels, response times, passed/cancelled/mutual aid calls, and prehospital transport data.

Commissioner must prepare annual reports by June 1 beginning in 2023 containing aggregated EMS data categorized by municipality and urban/suburban/rural classifications, to be submitted to the legislature by June 1, 2024 and annually thereafter.

Imposes civil penalties up to $100 per day for organizations failing to report required data, after written notice and opportunity to respond; state agencies are exempt from penalties.

Establishes the Emergency Medical Services Advisory Board within the Department of Public Health with 30+ members appointed by the Governor and legislative leaders, including representatives from medical professionals, ambulance services, fire/police, and consumers.

Requires the advisory board to conduct annual studies of EMS in the state and submit reports to the legislature by January 1, 2024 and annually thereafter, including analysis of trends and identification of areas at risk of delayed emergency services.
