Establishes a task force to review boards of assessment appeals proceedings and examine the feasibility of implementing a professional, independent appeals system

Task force consists of seven members: one each appointed by the House speaker, Senate president pro tempore, House majority leader, Senate majority leader, House minority leader, Senate minority leader, and the Secretary of the Office of Policy and Management or designee

Initial appointments must be made within 30 days of the effective date, with the first task force meeting scheduled within 60 days

Administrative staff support provided by the joint standing committee of the General Assembly having cognizance of finance, revenue and bonding matters

Task force must submit a report with findings and recommendations to the relevant joint standing committees by January 1, 2024, and terminates upon submission of the report or January 1, 2024, whichever is later
