Commissioner of Transportation shall convey a parcel of land in East Haddam (approximately 0.94 acre, identified as Route 151, DOT File No. 040-000-111) to the town at fair market value as determined by average of two independent appraisals plus administrative costs.

State Properties Review Board must complete its review of the conveyance within 30 days of receiving a proposed agreement from the Department of Transportation, with the State Treasurer executing the necessary deed.

Land remains under Department of Transportation care and control until the conveyance is completed, with the Commissioner of Transportation responsible for all other aspects of the transfer.

Any easements to be reserved in favor of the state shall be determined by the Commissioner of Transportation.

Any development of the parcel after conveyance must be subject to review and approval by the town's inland wetlands agency and comply with all conditions imposed under Connecticut General Statutes sections 22a-42 and 22a-42a.
