Approves a constitutional amendment to Section 7 of Article Sixth of the Connecticut Constitution allowing no-excuse absentee voting for qualified state voters.

Removes existing restrictions that limited absentee voting to those unable to appear at polling places due to absence from their city or town, sickness, physical disability, or religious tenets.

Changes constitutional language from "[are unable to]" to "will not" appear at the polling place, permitting any qualified voter to vote by absentee ballot without requiring an excuse.

The amendment was initially approved by the General Assembly in 2021 with less than three-fourths majority and continues to the 2023 session for final approval.

Directs presentation of the amendment to Connecticut voters at the general election on November 5, 2024, with ballot language asking: "Shall the Constitution of the State be amended to permit the General Assembly to allow each voter to vote by absentee ballot?"
