Prohibits nursing homes from placing newly admitted residents in rooms with more than two beds effective July 1, 2026, and requires at least three-foot clearance at bed sides and foot for safety and infection control.

Bans new licenses for rest homes with nursing supervision and allows only one-time one-year renewals for existing facilities, effectively phasing out this facility type.

Requires managed residential communities to disclose all charges including nonrefundable fees, provide 90-day notice of fee increases, and offer prorated reimbursements within 45 days if unable to meet resident needs.

Restricts nursing facility receivers to qualified administrators with substantial healthcare experience and prohibits employees of private equity companies from serving as receivers.

Establishes working group to study impact of two-bed room requirements and identify financial support mechanisms for affected nursing homes, with report due by January 1, 2026.
