Municipal charter provisions, special acts, or home rule ordinances that prohibit or limit municipalities from sharing services with other municipalities or regional councils of governments are repealed, effective July 1, 2024.

Two or more collective bargaining units representing municipal employees covered by shared service agreements may form coalition bargaining units to negotiate regional service provision, including education, police, fire-fighting, and emergency medical services.

Collective bargaining units may petition to represent unrepresented employees performing shared public services, even if it conflicts with existing collective bargaining agreement terms.

Regional councils of governments may make appointments on behalf of member municipalities for joint municipal functions, replacing individual municipal appointments under interlocal agreements.

The Secretary of the Office of Policy and Management may adopt regulations to implement these shared service provisions.
