Repeals and replaces section 14-36m of general statutes effective January 1, 2025, establishing standards for drive-only motor vehicle operator's licenses.

Allows Commissioner of Motor Vehicles to issue licenses to applicants who meet standard requirements but cannot establish legal U.S. presence or provide Social Security numbers if they submit proof of residency, two forms of primary identity proof or one primary and one secondary proof, and file an affidavit attesting to filing or intent to file immigration legalization applications.

Prohibits license issuance to applicants convicted of any felony in Connecticut and requires Commissioner to conduct knowledge test and criminal record check within 30 days of passing test.

Licenses issued under this section must indicate they are not acceptable for federal identification or voting purposes and cannot be used for either purpose.

Sets license expiration period at eight years maximum with issuance/renewal fee of $96, requires personal appearance and proof of residency for renewal, and allows Commissioner to adopt implementing regulations.
