Criminal Justice Policy and Planning Division must conduct a needs assessment of facilities, materials, and staffing required for postsecondary education programs in correctional facilities, effective July 1, 2024.

Assessment shall include feedback from higher education institutions, analysis of Department of Correction policies, inventory of classrooms/libraries/technology/internet access, and determination of unmet demand among incarcerated persons.

Assessment must include recommendations with cost analysis for improving facilities, staffing, and materials, plus surveys of current and former program students and identification of barriers to effective program delivery.

Secretary of Office of Policy and Management must report findings to the joint standing committee on higher education and employment advancement by January 1, 2025.
