Repeals and replaces Connecticut General Statutes Section 20-340 effective October 1, 2026, establishing licensing exemptions for various construction and trade work.

Exempts employees of federal, state, and municipal agencies, public utility companies, industrial firms, and contractors performing specific work types from licensing requirements.

Adds solar-related exemption for employees of properly licensed solar contractors performing uncrating, hoisting, job site distribution, pile driving, concrete form work, and installation of ground screw supports and racking systems.

Maintains exemptions for homeowners installing glass, electrical, plumbing, fire protection sprinkler systems, solar, heating, piping, cooling, and sheet metal equipment in single-family residences they own and occupy, subject to municipal building official inspection and State Building Code compliance.

Includes exemptions for swimming pool maintenance and repair workers and Connecticut Airport Authority employees covered by state collective bargaining agreements.
