Establishes a task force to examine state agency and Judicial Branch policies and practices related to detecting, mitigating, preventing, and responding to child sexual abuse

Includes 23 members comprising legislative appointees with expertise in child welfare, psychology, social work, and pediatric medicine, along with commissioners or designees from seven state departments (Children and Families, Public Health, Developmental Services, Social Services, Mental Health and Addiction Services, Emergency Services and Public Protection, and Education)

Requires judicial representation including the Chief Court Administrator, Probate Court Administrator, Chief State's Attorney, Chief Public Defender, and Child Advocate

Mandates initial appointments within 30 days of passage and first meeting within 60 days, with the Speaker and Senate President Pro Tempore selecting task force chairpersons

Report with findings and recommendations due to the General Assembly by January 1, 2025, after which the task force terminates
