Department of Social Services must submit a report by January 1, 2025, describing all programs serving children or families with sliding fee scales or no cost, where eligibility is based on federal poverty level.

Report must include total current costs for each program and projected costs if eligibility were expanded to include families earning above federal poverty level but below the ALICE Threshold of Financial Survival as determined by United Way of Connecticut.

Department of Social Services must estimate how many additional children and families would qualify under the expanded eligibility criteria and assess feasibility of adopting ALICE Threshold for future determinations.

Department of Developmental Services must submit an identical report by January 1, 2025, covering the same program cost analysis and eligibility expansion projections for its services to children and families.

Both sections take effect immediately upon passage and create new reporting requirements under Connecticut general statutes section 11-4a.
