HB 5165 Summary

• Changes subsections (a) and (b) of Connecticut General Statute section 31-51rr effective October 1, 2024, to provide family and medical leave benefits to noncertified school employees employed by local or regional boards of education who do not hold professional certification under chapter 166.

• Establishes eligibility for noncertified school employees requiring 12 months of employment and 950 hours of service during the previous 12-month period to receive the same family and medical leave benefits as certified employees.

• Extends organ and bone marrow donor leave eligibility to noncertified school employees meeting the same 12-month employment and 950-hour service requirements.

• Maintains existing provisions for employees in same-sex marriages and paraeducators in educational settings to receive family and medical leave benefits under federal Family and Medical Leave Act standards.
