Municipalities with populations of 25,000 or more must allow installation of temporary shelter units on religious organization property "as of right" as an accessory use to houses of worship, effective October 1, 2024.

Temporary shelter units are limited to nonpermanent prefabricated structures (excluding tents, tarps, or vehicles) and municipalities may restrict installation to a maximum of 8 units per lot with a 400 square foot size limit per unit.

Occupancy restrictions include limiting each unit to one family or two unrelated individuals, with no individual occupying a unit for more than 12 consecutive months.

Municipalities may require structural safety standards, heating/cooling equipment, electrical sources, sanitation facilities (minimum one toilet and shower per 8 occupants per gender), 10-foot setbacks from neighboring properties, and exterior lighting and fencing for storage.

Zoning permit decisions must be rendered within 65 days, municipalities cannot impose additional standards beyond those specified, and any noncompliant zoning regulations become void if not amended by July 1, 2025.
