Substitute Bill No. 5180 Summary

• State Board of Education shall establish criteria for the Connecticut State Seal of Biliteracy, which may be affixed to diplomas for students achieving high proficiency in English and one or more foreign languages, including American Sign Language and Native American languages.

• Interdistrict magnet school tuition charged to local and regional boards of education shall not exceed 58% of the tuition charged during fiscal year 2024-2025, effective for fiscal years ending June 30, 2025 and thereafter.

• Commissioner of Education shall develop and maintain reduced-isolation enrollment standards for interdistrict magnet schools, requiring minimum 20% reduced-isolation student enrollment, with allowance for up to 1% below minimum if approved compliance plan exists.

• Department of Education shall establish a State-wide Transition Services Coordinator position to coordinate transition services for special education students ages 18-22, establish minimum standards for transition programs, and maintain a centralized online listing of transition resources and services.

• Each local and regional board of education must designate a transition coordinator by January 1, 2024, to ensure special education students receive information about transition resources and post-secondary programs, with training requirements for all coordinators.
