Substitute Bill No. 5204: Low-Speed Vehicle Operation

• Permits operation of low-speed vehicles on highways with established speed limits of 25 mph or less, effective October 1, 2024, unless prohibited by local traffic authorities or the Office of State Traffic Administration

• Requires low-speed vehicles to comply with equipment standards under Connecticut general statutes sections 14-80 to 14-106b, except where those requirements conflict with federal design standards in 49 CFR 571.500

• Classifies violations of low-speed vehicle operation requirements as infractions

• Prohibits the Commissioner of Motor Vehicles from issuing certificates of title for homemade low-speed vehicles or retrofitted golf carts that have been modified from original manufacturer specifications to qualify as low-speed vehicles

• Adds "low-speed vehicle" to the legal definition of motor vehicles in Connecticut law and excludes low-speed vehicles from the definition of all-terrain vehicles
