HB 5213 Summary

• Two-Generational Advisory Board shall develop a plan by January 1, 2025, to address strategies for assisting at-risk students and reengaging disconnected youth, including expansion of shared data platforms and recommendations for improving the Connecticut Preschool through Twenty and Workforce Information Network.

• School of Public Policy at University of Connecticut shall conduct a comprehensive asset and capacity mapping study of nonprofit organizations by June 30, 2025, to identify service gaps and provide tools for data sharing and collaboration among nonprofits serving Connecticut residents.

• Each local and regional board of education must enter into data sharing agreements with youth service bureaus and juvenile review boards by October 1, 2024, to share student data for analyzing long-term outcomes and improving programming.

• Students in priority school districts receive free state bus transportation during the two hours before school starts and four hours after school ends upon presentation of a student identification card.

• Multiple working groups and a task force are established to review high school graduation requirements, grading policies, accountability measures, and develop recommendations for a state-wide bereavement and grief counseling program for children and families by specified deadlines.
