Amends Section 30-9 of Connecticut General Statutes to permit towns to prohibit the sale of alcoholic liquor in bottles of 50 milliliters or smaller (nips) through a vote by the town's legislative body or board of selectmen.

Sale of nips remains permitted in any town unless the town votes to prohibit them, establishing a default permission structure that requires affirmative action to restrict sales.

Requires towns to conduct a public hearing before voting on any proposal to prohibit nips sales.

Preserves existing town actions on alcoholic liquor sales taken before June 4, 2021, which remain in effect until further action is taken.

Takes effect July 1, 2024.
